What is Restricted Procedure?

In the context of a public procurement procedure, a restricted procedure is characterized by a restriction on the number of bidders who may submit a tender. The contracting authority must make a pre-selection based on objective eligibility criteria. Selected providers are invited by the contracting authority to submit a tender.

Stage 1: Selection

In the first stage, suppliers are invited to express their interest in a contract opportunity by obtaining and submitting a selection questionnaire. This questionnaire assesses their capability, experience, and suitability for the contract. The goal is to create a shortlist of at least five suppliers who are deemed likely to meet the tender requirements.

Stage 2: Award

In the second stage, the shortlisted suppliers who passed the selection criteria are invited to submit their tenders. These tenders are then evaluated according to the methodology and award criteria specified in the tender documents.
