The date a bid is opened for a public procurement procedure is known as the submission date. When the bidding deadline expires, the awarded authority will open the submitted bids and a minimum of two representatives of the contracting authority must be present, this is referred to as the four-eyes principle. The definition of submission date has to be supported by the declarations, meaning bidders aren’t required to be informed of the submission result of the opening date.
