What is Missing Bidder Information?

If a bidder’s offer does not contain all the information required in tender documents, these incomplete details are deferred to as missing bidder information.

Contracting authorities heavily depend on the information provided by bidders to select the most suitable company from multiple candidates. Effective comparison of bids is only feasible when all necessary information is provided. However, if tender documents are incomplete and lack essential bidder details, accurate comparison becomes impossible.

Consequences of Missing Bidder Information

The Public Contract Regulations 2015 states that:

“Where information or documentation to be submitted by bidders is or appears to be incomplete or erroneous, or where specific documents are missing, contracting authorities may request the bidders concerned to submit, supplement, clarify or complete the relevant information or documentation within an appropriate time limit, provided that such requests are made in full compliance with the principles of equal treatment and transparency.”
