In procurement procedures, a framework is an agreement between at least two contracting authorities or suppliers to outline terms governing contracts that could be awarded during the agreement.
Is a framework a contract?
Frameworks are not usually contracts, but are simply agreements about the terms and conditions that would be enacted should an order be placed during the lifetime of a framework. A contract can then be made after the order is placed and will exist as its own separate contract. However, a framework can be a contract if the agreement outlines an obligation to purchase.
