A Green Paper is a government publication that details specific issues, and then points out possible courses of action in terms of policy and legislation. The UK Government published a Green Paper on procurement titled ‘Transforming Public Procurement‘ in 2020. The goals of the document are to speed up and simplify the UK procurement processes. There is a highlight of generating opportunities for small businesses, charities, and social enterprises to innovate at a public service level.
The UK is not new to procurement reform, but is experiencing the responsibility to shift from EU to standards in order to base a new UK procurement regime. The UK aims to provide a regime that boosts growth and productivity within the industry while also maximising value for money and social value, promoting efficiency, innovation, and transparency.
