What is the Public Contracts Regulations 2015 (PCR 2015)?
The Public Contracts Regulations 2015, or abbreviated to PCR 2015, sets out the rules governing public procurement. The PCR 2015 requires that public sector bodies tender for suppliers when they’re searching for goods and/or services above a specific value. This set of rules has been implemented as of 26 February 2015.
What are the thresholds for PCR 2015?
Public sector bodies should be aware of the thresholds of applicability within the PCR 2015. These thresholds are standard and apply to everyone except for those working on projects that call for exclusions, see more on exclusions below.
If either the supplies or services required exceeds GBP 122,976, and the works exceed GBP 4,733,252, then Central Government Bodies listed in Schedule 1 PCR 2015 must obey PCR 2015.
If either the supplies or services required exceeds GBP 189,330, and the works exceed GBP 4,733,252, then other public bodies must obey PCR 2015.
Other services such as health, benefits, security, legal, and more listed in Schedule 3 of the PCR 2015 have different thresholds.
Are there exceptions to PCR 2015?
Exceptions to the rules set out in the PCR 2015 include buying for defence and security. It also excludes public or design contests for:
- Danger Prevention Services
- Land
- Telecommunications
- Where national security is required
- Certain legal services
- Certain financial services
