What is the Submission Date in procurement?

Submission date, also known as opening date, refers to the date on which a contracting authority opens the offers received from bidders for a public procurement procedure after the offer deadline has expired.

Offers must remain unopened and locked until the opening date. The lock ensures above all that bidders cannot match their offers to those of competitors.
